Description: Position DescriptionDEFINITION:The Qualified Assistant of Basic Law Enforcement Training (BLET)/Instructor will assist the Program Director of Basic Law Enforcement Training with the planning and development of strategies for continuing education and curriculum programs involving law enforcement training, certifications, and renewals in accordance with the North Carolina Criminal Justice Education and Training Standards Commission (NCCJETSC). The Qualified Assistant of Basic Law Enforcement Training/Instructor will provide oversight, management, and support of instructors, and curricula for all law enforcement programs in collaboration with the Program Director of Basic Law Enforcement Training.SUPERVISION RECEIVED AND EXERCISED:
- Receives general supervision from Program Director, Basic Law Enforcement Training
- Exercises some supervision of instructors.
Duties & Responsibilities (Essential Functions)ESSENTIAL AND OTHER IMPORTANT FUNCTIONS STATEMENTS:Essential and other important responsibilities and duties may include, but are not limited to, the following:Essential Functions:Under the general direction of the Basic Law Enforcement Training (BLET) school director, the qualified assistant (QA) will assist in the planning, developing, coordinating and delivery of Commissioned-mandated training courses. QA will support the school director with the day-to-day operations of the BLET program, as well as the day-to-day supervision of the students and instructors. QA will provide administrative and logistical assistance and oversee the program in the absence of the school director.
- Utilizes training programs that follow the Instructional System Design (ISD), an international model with applications in education, military training and private enterprise. (NCAC 9B 0302cb)
- Maintains NCCJETSC Instructor Certification as established by NCAC 9B 0300.
- Prepare lesson plans and schedule classroom activities; develop and prepare supplement materials to enhance textbook lessons.
- Develop and prepare tests to evaluate student performance; grade record individual scores.
- Provide classroom demonstrations on various equipment and machinery; develop laboratory assignments to provide hands on experience as appropriate.
- Maintain accurate records of student attendance and performance.
- Oversee the implementation of policies and procedures related to required teaching area.
- Teach blocks of instruction in BLET as needed and within North Carolina Administrative Code guidelines.
- QA must be a highly organized self-starter, a multi-tasker, and have excellent written and verbal communication skills. QA must be proficient in Google suite as well as Microsoft Office. QA should have the ability to establish and maintain relationships with local and state law enforcement agencies by partnering with agency administration i.e., police chief, coordinators and recruiters.
- QA must be able to obtain, organize and analyze data to plan and organize the BLET schedule.
- QA will coordinate with local agencies to schedule components for BLET candidates such as driving track, firearms and other course topics as needed. Additionally, QA will coordinate BLET academy schedules with instructors and cadets.
- QA will conduct preliminary interview for prospective BLET cadets and coordinate and facilitate BLET information sessions. Maintain all cadet training records required for North Carolina Justice Academy (NCJA) Accreditation as well as student matriculation through the BLET program; including administration of test, grades, and attendance. Attend cadet progress counseling sessions and record/document these proceedings. Additionally, QA will maintain all instructors and files to ensure BLET instructors are in compliance with North Carolina Justice Academy requirements.
- QA will update and review lesson plans and training aids prior to the start of each BLET class.
- QA will maintain equipment and supplies for the BLET school/s, transport equipment and supplies as need to offsite location for instruction purposes, maintain BLET school budget to include equipment, supplies and instructor salary. Work with internal procurement partners to purchase any items necessary for the operation of a BLET program.
- Serve as a liaison between other program areas of the college to support student success. This would include connecting students with college resources such as Navigators, Advisors, Financial Aid, Single Stop, Tutoring and Counseling Services and other resources as needed.
- QA will assist with program marketing and recruitment efforts.
- Have a working knowledge of and be able to assemble, set up and operate the equipment used in the BLET program. This equipment includes, but is not limited to: firearms, targets, radios, storage equipment and vehicles.
Other Important Functions:
- Assess the relevancy and impact of various lessons; revise improves lessons format.
- Oversee and participate in field studies and assignments; travel with students to provide assistance and instruction as appropriate.
- Perform other related duties and responsibilities as assigned
- Responds to inquiries and requests involving some use of independent judgment to fit situations and facts with established guidelines; serves as informational resource to staff.
- Creates and updates unit’s files; pulls and re-files records; purges inactive files.
- May maintain unit’s computerized databases, updating and purging records as needed.
- May monitor inventory and supplies and fill out orders as needed.
- Answers phone; provides information and explains procedures; refers call to appropriate person; takes messages; screens requests for supervisor.
- May research inquiries by contacting appropriate person for further information; may contact questioner to provide answer.
- Selects and mails form letters, brochures, and other prepared correspondence.
- May type and proofread memos, correspondence and other printed material.
- May gather and summarize information; may produce reports.
- Perform other duties as assigned.
QualificationsQUALIFICATIONS:Knowledge of:

EXPERIENCE AND TRAINING GUIDELINES:Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:Minimum Education/Training:
- High School Diploma or equivalent
- Certified as a general or specialized instructor by the North Carolina Criminal Justice Education and Training Standards Commission (NCCJETSC). (NCAC 9B.0302)
- Beginner level Microsoft Office skills which include general knowledge of word processing and spreadsheets and one-year office experience.
Minimum Experience:Individual must have four years of experience as a criminal justice officer or as an administrator or specialist in a field directly related to the criminal justice system.Preferred Education/Training, Experience, Skills:
- Individual is required to have four years of experience as a criminal justice officer or as an administrator or specialist in a field directly related to the criminal justice system; completed an orientation course conducted by Standards Division staff, and participate in the annual training conducted by NC State Commission staff.
